BOATING – Amends existing law to revise provisions regarding certificates of number and invasive species stickers, to provide for certain fees, and to provide for the assessment of certain penalties.

With the recent move of the department selling two-year OHV and Snowmobile certificates of number, numerous customers have reached out to IDPR wanting to get the same two-year certificate of number for their vessel. This legislation will allow IDPR to sell two-year vessel certificates of number and two-year protection against invasive species stickers.

This legislation also moves invasive species rules to statute, eliminating the need for any additional administrative rules. This will place all protection against invasive species-related legislative functions in one location. This change is directly related to Zero-Based Regulation – Idaho’s ongoing efforts to streamline and simplify Idaho’s administrative rules.

This legislation will have no impact on the state’s General fund or any dedicated fund or federal fund because customers who purchase a two-year vessel registration will save $1.50 per transaction. Additionally, this will reduce the staff time needed to assist those customers from once a year to once every other year.
