This legislation will prohibit an Idaho public entity from entering into certain contracts with companies owned or operated by the People’s Republic of China, led by the Chinese Communist Party. Chinese information technology vendors have contracted with state of Idaho and specific identified threats have been purchased by Idaho that have been banned or restricted from U.S. military and national security networks. Once the products from these vendors are installed, they can access sensitive personal and financial information held by courts, police departments, elections departments, education departments, children and family services, and other social service providers and agencies.
All future state technology contracts will require vendors without any Chinese origin or connection. Procurement and sustainment costs for future technology contracts may be more.
