APPROPRIATIONS – DEPARTMENT OF HEALTH AND WELFARE – Relates to the appropriation to the Department of Health and Welfare for the Division of Medicaid for fiscal year 2023.

This is a FY 2023 supplemental appropriation for the Division of Medicaid in the Department of Health and Welfare. This bill contains four actions. First, this bill reduces the General Fund and increases the federal fund to account for the impacts of the Public Health Emergency, which provides all states an additional 6.2% of federal match for all claims. Second, this bill provides funding for the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) benefit, as required by class counsel in the Jeff D. Lawsuit Settlement. Third, this bill provides additional receipt authority in dedicated funds, and reduces the General Fund and federal funds; receipt authority are dedicated funds that come from income from sources such as drug rebates. Finally, this bill provides additional dedicated and federal funds to account for changes made to the Upper Payment Limit (UPL) through S1350 of 2022.
