Preborn children
PREBORN CHILDREN – Amends existing law to revise the terms “embryo or fetus” and “stillborn fetus” as “preborn child” and “stillborn child.”

To replace the term 'fetus' or 'fetus and embryo' with the term 'preborn child' or 'child.' This change is policy neutral and does not alter existing statutory definitions.
This legislation causes no additional expenditure of funds at the state or local government nor does it cause an increase or decrease in revenue for the state or local government therefore the legislation has no fiscal impact.
