LIMITATIONS OF COUNTY AND MUNICIPAL INDEBTEDNESS – Proposes an amendment to the state constitution to revise the percentage of assent required during statewide election years.

Limitations on county and municipal indebtedness including schools: If the election is held in a year in which statewide elections are not held, a two-thirds majority approval shall be necessary to approve such indebtedness; and if the election is held in a year in which statewide elections are held, including presidential elections years, a fifty-five percent majority approval shall be necessary to approve such indebtedness.

This legislation causes no additional expenditure of funds at the state or local level of government nor does it cause an increase or decrease in revenue for state or local government, therefore, the legislation has no fiscal impact.
